Wasn't able to find any airports to take me to TJ, was able to use this airport to get to mainland Mexico then get a connecting flight to TJ

* Guerrero Negro Airport is known for a geographical curiosity: although it is named after the city of Guerrero Negro (which belongs to Baja California Sur), the airfield itself is actually located just north of the 28th parallel, within the boundaries of the municipality of San Quintín in Baja California. Regional Commercial Aviation: Although not a major hub, the airport does handle scheduled regional commercial flights, usually through smaller or charter airlines.
